For the outer borders there is a small typo:

It says:

From outer border fabric:
– Cut (4) 2 ½” strips. Cut into (2) 2 ½” x 22” L/R outer borders and
(2) 2 ½” x 24 ½” T/B outer borders.

And it should say

From outer border fabric:
– Cut (3) 2 ½” strips. Piece for length where necessary and cut into
(2) 2 ½” x 22” L/R outer borders and (2) 2 ½” x 24 ½” T/B outer
borders.

And actual finished size of this mini quilt is the one on the inside of the pattern 24″ x 25 1/2″.
